There was no premine and there is no dev fund. The founder stream is the only allocation outside mining, and it is paid block by block alongside miners, at the same pace.

Every coinbase until block 1,680,000 must include the founder output. See Block template.
Testnet rewards
Testnet rewards, capped at 1,000 ZMR per person, are paid from the founder fund at Mainnet. See Bug bounty and zecnero.org/rewards.
